I first read this in 2021. I noticed short pants that season, and more since. Never a penalty? Have the rules changed? Or are the officials just giving up?
What? You can people to follow the rules as stated? The rules have not changed. Rule 1, Section 4, Article 4, d on page FR-22 of the 2024 NCAA Rule book says: "Knee pads must be covered by pants. Furthermore, the pants and knee pads must cover the knees. No pads or protective equipment may be worn outside the pants. (See Appendix E.) Appendix E shows illustrations of legal and illegal pants, so the pants worn by players this season are often illegal.
