Reminds me of the safety in the Iowa upset of Ohio State in 1952. I'm not sure what the rules were in 1952, but it doesn't look like a safety to me now. Video appears at the 2 minute mark of The Evy Era at Iowa which is on Youtube.
The return man touched the ball when on the 1 or 2-yard line and the ball then entered the enx zone, so the returner was the impetus for the ball going into the end zone. He was then tackled in the end zone for a safety. The impetus rule entered the game in 1898 to distinguish safeties and touchbacks.
I thought you had to bat the ball, not just touch it, to impart impetus. Here's another interesting safety / not safety on a kickoff in 1974 Michigan State vs Illinois: https://www.youtube.com/watch?v=ykfSnsj2mDc (20 minute mark)

I love the two day old Rose Bowl play sequence tie in to the game , again involving Michigan almost 120 years earlier! Fantastic history here!
